2. India won a crucial election to the UN Board of Auditors with its nominee Shashi Kant Sharma, the Comptroller and Auditor General- by 124 votes out of the total 186. Shashi Kant Sharma won 124 votes out of the total 186 cast in the General Assembly's Fifth Committee on Administrative and Budgetary questions. India won by a comfortable margin against its closest contender the Philippines, which got 62 votes.

4. Kannur Declared First Zero Landless District in the Country. Announcing this in New Delhi, Rural Development Minister Jairam Ramesh urged all states to emulate the example of Kerala in distribution of land. He said the beneficiaries have already been identified under the programme and the Centre will extend all support to the state government to enable it to construct houses under the Indira Awaas Yojana. Kerala will also become the first big state in the country to become an ‘open defecation free’ state.
5. China on 31 October 2013 opened a new highway that links Medog to Zhamog-located near the border with Arunachal Pradesh. The highway linking Medog, the last roadless county in China, with neighboring Bome county in Tibet formally opened to traffic, ending the county's isolation from the outside world. The 117-km highway, which cost 950 million yuan (155 million U.S. dollars), links Zhamog Township, the county seat of Bome, and Medog in Nyingchi Prefecture in southeastern Tibet.
6. The Union Health and Family Welfare Minister, Ghulam Nabi Azad released the 7th edition of Indian Pharmacopoeia 2014 – a book of Drug Standards at the Nirman Bhawan on 4 November 2013. The Indian Pharmacopoeia 2014 will be able to fulfill the mission of the Indian Pharmacopoeia Commission to promote public health, both in India and other countries using drugs manufactured in India.
7. Nitish Sengupta, the former Lok Sabha and Revenue Secretary died on 3 November 2013 due to the cardiac arrest. He was of 80 years. Now he is survived by two daughters.
8. Bangladesh became the First South Asian Country to Approve Commercial Cultivation of Bt Brinjal. National Committee on Biosafety (NCB), the highest regulatory body for GM crops in Bangladesh, officially approved the Bt brinjal varieties. With this step, Bangladesh becomes the 29th country in the world to grow GM crop. In South Asia, India, Pakistan and Myanmar grow GM crop cotton. With the NCB nod, Bangladesh becomes the first in the region to grow a GM food crop

IRCON International Limited on 29 October 2013 was selected as the top infrastructure company under the category construction infrastructure development - mid at the Dun and Bradstreet Infra Awards 2013 for delivering exemplary performance by Dun & Bradstreet (D&B). IRCON is a Public Sector Undertaking in construction sector under the Ministry of Railways.The award was received by Mohan Tiwari, the Chairman and Managing Director of IRCON at ITC Maratha Mumbai.
10. India and Vietnam signed a treaty on transfer of sentenced prisoners in the jails in the two countries. The treaty would allow prisoners of the two countries to be near their families and they will have to serve the remaining part of their sentences. This process will help to facilitate the process of their social rehabilitation. The treaty was signed from Sushilkumar Shinde, the Union Home Minister and Tran Dai Quang, the Minister of Public Security of Vietnam.
11. Russia and Japan on 2 November 2013 held their first joint Defence and Foreign Ministers meeting and agreed to expand their defense and security cooperation. With this agreement, Russia became the third country in the world to establish the two-plus-two mechanism of bilateral interaction at the ministerial level with Japan after US and Australia. On the other side, Japan became the first Asian country to have the arrangement with Russia.

12. Jignesh Shah, founder, vice-chairman and a Director of Multi-Commodity Exchange (MCX), resigned from the board on 31 October 2013. 13. Countdown for India's maiden mission to Mars began at Sriharikota in Andhra Pradesh. During the countdown, the Polar Satellite Launch Vehicle (PSLV) - a giant 45-metre rocket - will be fuelled and its health checked. The PSLV carrying Mangalyaan will blast off from Sriharikota, which is about 80 kilometres from Chennai. The Mangalyaan mission will cost Rs. 450 crores and will study the Martian atmosphere. If India succeeds in the 450-crore rupee mission, it would be the fourth in the world, after the US, Russia and Europe to do so.
